After the success of the CARS project, funding began to open the CARS 2 project on June 23, 2015. World of Mass Development and Slightly Mad Studios opened donations through the "Official CARS 2 Project Forum". Forum members and visitors who choose to donate can use the membership through forums. On the other hand, donors can access development structures and express ideas, opinions and suggestions that are important to the progress of the game. 

 On February 8, 2017, Project CARS 2 was officially announced as a upcoming game in late 2017. Slightly Mad Studios soon revealed that the game will consist of 182 cars from 38 manufacturers and a variety of car and racing categories and new additions, including Honda Civic and Jaguar XJ220 and Toyota GT-86 and Nissan R89C. The game also has a longer track list, with 46 tracks (containing 121 charts), most of which are laser scanned circuits and new additions, including Fuji Speedway, Knockhill, Long Beach and Dirtfish rallycross track. A new weather and weather system is included in the game, allowing for many changing weather conditions and various changes during a particular season (winter, spring, summer, autumn). A new physics game engine called LiveTrack 3.0 was also included, providing realistic path conditions throughout the weekend. The online mode is also developed with a focus on e-sports, with an online registration system, online tournaments, and better matchmaking functions. They also developed a partnership with IndyCar, which includes all the programs for the 2016 season, the official logo and the Indy 500.

 In the months leading up to the release, Slightly Mad Studios worked closely with automakers, automakers and race car drivers to help them perform accurate simulations. As a result, cars have specific performance characteristics and accurately represent their realistic counterparts. Tire physics are also designed from scratch, with more advanced moves and frames.
